				<content:encoded><![CDATA[<p>In accordance with Executive Order 10-12, Kansas Governor Sam Brownback has ordered flags to be flown at half-staff from sun-up to sun-down on Friday, May 3<sup>rd</sup> in honor of the Kansas Law Enforcement Officers Memorial Day.</p>
<p>The 31st Annual Kansas Law Enforcement Memorial Ceremony will be held on Friday at noon on the south steps of the capitol grounds.</p>
<p>“The heroes on the memorial paid the ultimate price performing their duty to protect the people of Kansas  Friday’s memorial ceremony gives us an opportunity to remember their lives and honor their sacrifice,” Governor Brownback said. “To their families, I offer my deepest thanks for their sacrifice and I offer my assurance that the people of Kansas will not forget you and the price that you have also paid.”</p>
<p>Since last year, Kansas has lost two law enforcement officers in the line of duty.  On December 16, 2012, Topeka Police Cpl. David Gogian and Officer Jeff Atherly were fatally shot after they responded to a call about a suspicious vehicle in a grocery store parking lot.</p>
<p>Cpl. Gogian and Officer Atherly’s names join the names of  267 law enforcement officers already listed on the Kansas Law Enforcement Officers Memorial located on the northeast corner of the capitol grounds.</p>

<p><b>HONORING THE VICTIMS OF THE TRAGEDY IN BOSTON, MASSACHUSETTS </b><b>BY THE PRESIDENT OF THE UNITED STATES OF AMERICA</b></p>
<p>A PROCLAMATION &#8211; As a mark of respect for the victims of the senseless acts of violence perpetrated on April 15, 2013, in Boston, Massachusetts, by the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, April 20, 2013. I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.</p>

of various ages, usually in one-room schoolhouses with little heat and<br />
light. Richter will discuss how planting and harvesting schedules, weather,<br />
and even strict social contracts on female teachers affected the education<br />
of pioneer children.</p>
